The Royal Guard are the measure of him. Pouf, Youpi and Pitou are each strong enough to threaten the entire assault team on their own, and all three treat Meruem as categorically above them. The series spends a long time establishing that no fight with him is winnable, which is precisely why it does not resolve him with one.
Komugi, Gungi, and the Point of the Character
The most important thing Meruem does in the Chimera Ant arc is lose at a board game, over and over, to a blind girl with no power of any kind. Komugi is the world champion of Gungi and she beats him every time, and the King — who was born knowing he is superior to everything alive — keeps coming back to the board.
What that does to him is the actual plot. He starts demanding names from the humans he meets, then asks for his own. He begins to argue with Pouf about whether the King should be allowed to care about anything. By the time Netero detonates the Poor Man's Rose, Meruem is no longer the thing the Hunter Association set out to kill, and the poison takes a person rather than a monster.
The ending refuses the obvious shape. He is not defeated in combat and he is not redeemed by one; he is killed by a weapon that is not Nen at all, planted inside an old man's chest hours earlier, and he spends his last hours playing Gungi with Komugi while the poison kills them both.
